How can an established amendment to the Constitution be repealed? A new amendment has to be proposed and ratified, changing the old amendment. The old amendment can go through a denial process to be eliminated. Congress can vote to remove the amendment from the Constitution. State legislatures can repeal the amendment in their various states.
