The title of this poem, "Anthem for Doomed Youth" gives a very helpful hint to the stanza, “What passing-bells for these who die as cattle?” In the stanza, “What passing-bells for these who die as cattle?”, Owen is saying how during the war, men die like cattle (basically they are killed senselessly, like slaughter, and in large groups) and the "passing bells" are church bells. It is mostly likely "B", since Owen is angry and depressed about the loss of so many lives.
