1 is in row reduced form, but why would you discard the other 2?
2 does not have a leading 1 and a zero after ad the second line should be 0,1 and number three has a -9 in it which should be a 0.
your definition is prolly has a leading 1 in every row, and that 1 is the only nonzero number in its column
rows 1 and 2 have leading 1s, and they are the only number in their column ... the -9 simply doesnt have a 'row' that it could have a leading 1 to be placed.
