Well Answer A i dont think is right because it apears to be what is happening right now. not past for passive

Well the characteristic that makes something passive is that the noun is having an action performed to it rather than the subject performing the verb to it.

But that would leave B and it cant be B.. It's whats happening. "A hurricane watch has been issued by the authorities."

It's not a matter of the tense of the passage. It can be present tense but still be passive.

Yes. It's really difficult to explain passive and active voices. Think back to that example I gave you. What made the two sentences different?

Well let's put it this way. An active sentence would be something like "Doodle hid the bodies" and a passive sentence would be like "The bodies had been hidden by Doodle." See how they're different?
