this is not related to quadratic equations, but factorization.

Is the 2nd "equation" (??) equal to 0, or is just an expression that you want factored ??
The solution to the first equation is not 12.
The solution to the 2nd as shown could be many (except 0)
Regarding the second one, let x = 4, then solution is 14.5 or if x = 1, answer is -13. I don't think it is complete or it was not copied correctly...The first one can be solved using a substitution to simplify and then "completing the square" and back substitution for the final answer.
nah... think the question should be interpreted this way, there is a specific value which satisfies the first equation, and you have to evaluate the second one by plugging in that value of x. but you are not allowed to solve for x, rather you have to factorize or manipulate the first equation to a form comparable to the second and thus find the answer.

first equation is given, we need to find an answer to 2nd equation
If they are related, solve for x in the first one and substitute the value for x in the second one...........something still strange about the problem, seems that something else should be stated.
