I don't know whether it works or not, just give it a try;
Let t = 2z +3, then \(z = \dfrac{t-3}{2}\)
So \(h(2z+3) = h (t) =\dfrac{5-(t-3)}{4+\dfrac{t-3}{2}}= \dfrac{16-2t}{5-t} \)

So as h(z) , that is \(h(z) = \dfrac{16-2z}{5-z}\)

\(h^{-1} (4)\) is just let it =4, solve for z
