That is a horizontal line...and a parallel line that goes through (3,-1) would be a line that has y = -1

because a horizontal line has no slope...it just goes straight across. and if you want a parallel line to y = 3, and you want it to go through -1 on the y axis, then your parallel line will be y = -1. I am not real good at explaining this...sorry
