the question is oddly worded. does it mean that it takes 40 seconds for the journey? or does it hold the lift *for* 40 seconds, which is what the question might mean.....

I guess " lifts a loaded elevator to a height" trumps the miswording "for".

yeah im no expert with prepositions but i feel that "for" should be replaced with "in"
