Washington was the most popular man in the country. maybe the world, when elected. Adams served as his vice president and was elected the second president. Jefferson was vice president under Adams. Political parties developed right at the end of Washington's second term. Jefferson actually worked against Adams while serving as VP to him. Jefferson's followers became the Republicans. Adams never identified himself as a Federalist. But his policies and choices for cabinet members put him in that camp. Many Federalists thought Adams was not enough like him. He was short and usually thought to be not the most pleasant. Having said all that, it comes down to A or C for #1. But Washington's ideas about a strong government were close to Adams. Some historians label him a Federalist too. So I'm going to go with C for #1 and I already answered #2.
