Well.. I think Justice is capitalized because they wanted to draw attention to it showing that it is important. Justice is fairness in protection of rights and punishment of wrongs, meaning we have to defend our nation.

Usually, in answering a question like this, I turn to a definition I believe to be true, then apply that definition to the question. You have your opinion there, as well as the "draw attention to it".
