Andrew Johnson was the first President to be impeached. He was not removed from office. He supported Lincoln's plan to go easy on the former Confederate states. But, Johnson was from Tennessee, a southern state. He did not have the political clout or personal carisma of Lincoln. So everything he did looked like he was playing to the South. The Radical Republicans fought him at every move. They convinced themselves and much of the country that Johnson was a traitor. The impeachment trial came down to one vote that kept him in office. That Senator could see that he was not a traitor. Anyway, Congress had asserted its control and got its way with Reconstruction.
