Okay, so do you know the difference between metaphors and similes?

Because a metaphor compares two things without using "like" or "as" (i.e. the rock is a pain in the neck), this is not a metaphor. A simile compares things using the words "like" or "as". Understand?

And when it comes to what it means, well, a chimney smokes a lot; that's its main function. So, if a car "smokes like a chimney" the car smokes a lot. Right?
