That doesn't answer my question. Lots of things make sense to lots of people. That doesn't make a fragment into a sentence. It might make sense in conversational language, but as a chunk by itself, it makes no sense at all. Since what? The previous spokesman must tell us. We don't have that information. Since the had traveled often ... WHAT? Why is there a lead in with no conclusion?
