The answer is A. You can immediately rule out C, since America was now independent from England. That is the reason they are creating a government at this time. You can also rule out D. Americans declared independence and broke off from England because the British government was too powerful and controlling. People certainly didn't want that to happen again. B can be ruled out as well. A representative government, while limiting the representatives ''in government'', won't control the size of the state governments necessarily. People wanted a voice in government, so representatives are put in place in order to reflect what the people think and want. :D
