I think what the question is asking for is what is the 'true' mean of this data. I just typed a frequency-based mean into my calculator, 1*(70+80)+2*(90+80) and so on, then divided by the total number of people sampled (1000), which amounted to 3.085. I'm guessing they want to to say that Dan found the mean, then explain the math, and say that Brett actually found the mode, the most common # of hours spent. Does this make sense?
