Your teacher likely wants you to develop an intuition for what those operations do. Anyone can punch numbers in to a calculator, but it takes a bit of knowledge to understand estimation. For example, if they wanted you to estimate 249 x 502, they wouldn't expect you to multiply first and then round up/down.

ok, but when rounding first, to the nearest integer (all answers are to nearest tenth), the best I can come up with is 14.98; or 15, yet that isn't one of the multiple choice. All are higher.

Yep. These problems are about getting you to be able to do these problems in your head, so they want you to use really simple numbers.

If you're busting out a calculator for an estimation problem, then that kinda defeats the point doesn't it :p
