Update: nevermind, they were active. formed right in the middle of the Reconstruction. According to history.com: "The organization of the Ku Klux Klan coincided with the beginning of the second phase of post-Civil War Reconstruction, put into place by the more radical members of the Republican Party in Congress. "

Can't see your screenshot. My school filters it. The Radical Republicans took control of their party and congress to impose harsh conditions on the former Confederate States. The Klan formed in the south to oppose the restrictions placed on southerners. Northerners, as a people, were mixed. Many just wanted to move on and not worry about the south. This looks like your obvious wrong choice. But again I haven't seen the cartoon. The Freedmen's Bureau was a government agency set up by Congress under Radical Republican control. The agency helped former slaves, freed men, to reunite with families, provide education, make loans and other wise help these people.
