There are two different inequalities the question gives. One of them is x>y because you have to buy more soda than popcorn and the other is 2x+1.5y≤15 because soda costs $2, popcorn costs $1.50 and you only have $15 so the total has to be less than or equal to 15. In terms of y, the two equations are y<x and y≤-4/3x+45/3. These equations are shown by the graph in the attached image.
