What assumptions guided Ronald Reagan's foreign policy?

Reagan believed that the U.S. had a weak foreign policy as a result of the Vietnam War. Reagan said the U.S. would defend American interests anywhere in the world. Reagan restored the funding for the B-1 bomber, continued setting up MX Missile sites, and started the program that could stop nuclear missiles (they called it "Star Wars"). Reagan called the Soviets an "Evil Empire." Then when Reagan started his second administration in 1985 the U.S. and the Soviets (under Mikhail Gorbachev) began talking with each other agreed to a Soviet pull-out of Afghanistan with help from the UN. Two year after Reagan retired the Soviets ended their existence.
