Well, you should take an easy point in the dilated octagon and read the distance from the origin; Same for the non dilated octagon. The take the ratio of these two distance. :)

For your second question : What is the coordinates of point N? When you know these coordinates, you have to multiply the x-component and the y-component by 2/5 and this gives the result. :)
