Some one writes a bill, then the bill is introduced into one of the chambers (House or Senate) It's assigned a number and sent to one or more committees. It goes through discussion and vote in committee. If it passes through examination by those commitees it goes to the floor of that chamber for a full vote. If it passes there, it goes to the other chamber to repeat the process. A bill has to be passed by both chambers to be sent to the president. Often the House and Senate pass different versions of the same bill. That's when the get a comittee with members from both chambers together to work it out. (J on the chart)
