I think that the Federalists were the true heirs since they basically upheld what the founding fathers fought for. The Antifederalists weren't really upholding American values.

Well, not entirely. They held some, but they didn't hold the main core beliefs. Understandable, though, the government was very weak at the time.

First we have to know what the question is asking when it says heir of evolution. 

In John F. Kennedy's Inaugural Address he stated "We dare not forget today that we are the heirs of the first revolution. The meaning of this statement is explained in the following passage 

"Every generation inherits the successes and failures of their predecessors – “the heirs of that first revolution”.

The “first revolution” of which he speaks is of course when the U.S. fought against the British to declare its independence. The legacy left by the founders of this nation, be it the Constitution, the Bill of Rights, etc., are the lasting products of Revolution. The founding fathers of the U.S. fought oppression and tyrannical rule from the British; through that battle, we are here today with our freedom.

This is Kennedy’s call to his generation to pay homage to those who fought for what they enjoyed at the time."

So now back to the question at hand... this question is viewed more as an opinion as both the Federalist and Anti-federalists could be the true "heirs of the revolution" In my opinion it would be the Federalists as they fought for the constitution, but another lasting product of the constitution is the "bill of rights" which was created because of the anti-federalists. So you would just have to choose which side you believe made more impact.
