To have a complete sentence you need a subject and a predicate and there needs to be something said about the subject that makes sense.

A subject would be something like "The cat" that can't be a sentence on its own, and predicate could be like "walked to the store" that can't be on it's own. Together "The cat walked to the store" makes a full sentence.
