For instance, this is parallel: tossed the fish, ate the fish, loved the fish<---- there is a "the" in every part of the sentence

It is C, but not for that reason. Parallel structure means that it should have an "ing" verb in every part; the verb should always be in the same tense and whatnot. The problem is that it's missing a "the" in the middle of running hurdles.

Not quite. When you use a semicolon, that means that both sides of the sentence are independent clauses. In other words, it means they can stand alone. So: Although Terry liked to run in the rain; she wasn't so sure about jogging in a monsoon is not correct because "Although Terry liked to run in the rain." cannot stand alone, even though "She wasn't so sure about jogging in a monsoon" can.
