because each t shirt cost 15 so 15x repersents 1t shirt times the number of total t shirts, and shipping fee for the order (order means wholeee thingg) is 9.99 so after you do 15 times the total number of shirts you add the shipping fee to the end to get y which is your answer

Because 9.99 is also a fee so that has to be in the 'x' or the order of the t-shirt
