The subject of the quote would be coal miners, during the second industrial revolution. This revolution lasted from about the 1860s to WW1. During this revolution, coal mining and steel making was booming. Coal was needed to produce steel and power steam engines locomotives. Later, there were many laws passed, aimed to provide workers with conditions more favorable, eliminate health hazards, etc. A possible headline could be "Power at a cost". I hope this .
