Plug each of the sets (ex/ (-3,-1)) into each of the equation, and when you plug one set in to both equations and they're both true, then you've found your answer. Since the first part of the set is x and the next part is y (ex/ (x,y)) then you plug the first and second parts accordingly. Is that good?

Just in case, you'd plug in -3 into the x values and -1 into the y values for the first choice

How am supposed plug -1 in the first problem when there is no Y?

You'd only plug in the values that are present in the equation, which basically means you don't plug in the y values into the first equation. Hint: Because of this you can immediately rule out the first choice.
