On their own, the words "as you" don't form a clause, because there is no verb. Are you sure that there isn't an "are" after "as you" in your sentence "Everyone on the team is as excited as you are"? I'm going to assume there is and figured out that "as you are" is an adverb clause, because it answers the question "how excited is everyone on the team?", qualifying as it does the adjective "excited". Adverbs are used to qualify adjectives as well as verbs.
