I narrowed my choices to either B. (x-1)^2(x-3)^2(x+3)/3 or D. -(x-1)^2(x+3)^2(x-3)/3 I just do not know which one it is they both pass through y = 9?

B. (x-1)^2(x-3)^2(x+3)/3 or D. -(x-1)^2(x+3)^2(x-3)/3 You're right that both of those have y intercept of 9. Only one of those has roots of multiplicity two at x=3 and x=1.
