This is what I think regarding the issue. Schools are designed for general education, not for sport promotions or anything of the sort. However, banning these "athletes" as you said, is not right. They are students like anybody else, and they also deserve to go to school. A different thing would be is that if they fail a certain class (or classes), then they would have to retake the class (or classes). You can't go on to a next level, before you complete the current one. Make them retake the class. With that being said, if these "athletes" don't really learn anything at all. Never do homework, almost never attend class, and consistently fail classes without any progress, then I would say that a big warning is an adequate decision for such situations. If, after alarms and warnings, they continue to not learn and make no progress, then ban should be considered.
