The Ku Klux Klan declined in popularity during the later years of Reconstruction because Southerners began to blame the Klan for defeat of the Confederate forces in the Civil War. successful passage of the Reconstruction Amendments. victory of the Republican Party in congressional elections. continued military occupation of the southern states.

Reconstruction amendments were passed by the government for the people of the south- once again, something a hate organisation would have had nothing to do with. As far as elections, people involved with the KKK are a minority, and not a respected one, at that. Therefore, they hold little sway with elections. So not c. HOWEVER, Hate organisations do attract legal attention, in regards to police in military, as they tend to be domestic terrorists. Therefore, because the south hosted most of the klan, they brought in more legal authority than necessary. I personally believe D is the most correct answer here.
