I believe the answer is A. If you continue a sentence after quotations, you use a comma. If the person is done speaking AND the sentence of the narrator is over, you use a period.

A is wrong. The period should be inside the Quotation marks. C is also wrong. That should be a comma, not a period.

There is a comma before the Quotations start. And the period is inside the quotation mark.
