I think it's d, a stronger alternate argument for A would be that the concepts should have been learned earlier.
Here's my thought: Argument A: Gives some explanation/support of why, but could use more solid evidence. Argument B: Also gives some explanation/support of why, but could also use more solid evidence. They both state why they argue each point, but they need more solid evidence to really support and strengthen their arguments.

It's really up to you, which one you think would be the best option. I will also add that argument I does include more support than argument II. Both could use more support to make them stronger. Just really look closely at the wording and logic behind each argument, then determine which one is stronger or weaker, if any, from that.
