Honestly, I'm a little confused with this. But, if I'm remember well enough, a colon can also be used after the greeting in a business letter. I'm not entirely sure that's correct though!

Well if I'm looking at this right "Dear Mayor Cortez," should be "Dear Mayor Cortez:" so the answer should be C Dear Mayor "Cortez," @princeevee

I wouldn't have any problem with "Dear Mayor Cortez," but "Dear Mayor Cortez:" comes across as more formal, and therefore more suitable when addressing a mayor or other person of status.
