OpenStudy (enricoanders):

Why did the Framers want the Senate smaller than the House of Representatives?

OpenStudy (emyoung0):

The framers of the Constitution created Congress to look (and act) much like the British Parliament. The "House of Lords" (upper house in the UK Parliament, as opposed to the Lower House, the "House of Commons") had the power to give "advice and consent" to acts of the Monarch and the House of Commons. They were given this power in order to "dampen the ferocity and tendency toward radicalism" of unchecked, popular democracy. Many of the Founding Fathers were also very leery of popular democracy, and wanted to have a check on the process by creating a "wise" body that could override presidential actions. Thus, when the Senate was created, it was not popularly elected (until an Amendement changed this in the ealry 1900s), and it was given the power of "advice and consent" over presidential treaties.
