The UK is a kingdom. The monarch (Elizabeth II) has limits to her power and parliament runs the day to day operation. Parliment is elected by the people so it is a democracy to that extent. But, every division of the state derives it's authority from the Queen ie, cities, counties etc. France is a republic. It has no king and is democratic with a constitution. Every division of that country also derives authority from the national government. Each country does not have a federal system. That is, there is no shared power between state and national government like the US, Mexico and Canada.
