well a basic rule is that you can't divide by zero... so the restriction is the value of a that makes the denominator zero so to find it just solve a + 4 = 0 the answer is the value that a can't take in this case the restriction is a point of discontinuity so it depends on what you are up to in your course... you can factor the numerator and maybe find a common factor... if the denominator can be removed with a common factor then there may be no restriction
