If you are referring to fractions like one-quarter, or three-eighths, written in words, yes you need a punctuation mark. I think this question does not apply to fractions written in figures.

I think it refers to fractions in words. Those in numbers don't need punctuation marks, and would probably be a math question instead of an English question.
