How do we draw diagrams of elevated angles? What is the difference between a ladder is elevated at an angle of 60 degree and a ladder is elevated to an angle of 60 degree ?

Basically,when we say a ladder is inclined at an angle it means that you have set it to that particular position.. Like let's suppose we have a ladder that is elevated at an angle of 60° it means that you have raised it to an angle of 60° with the horizontal ground..
Alright what about when the question says the ladder is elevated to an angle ?
Then,how do you think it can be made possible??

There is no difference. The wording of math questions should not be mysterious. Clarity and simplicity in asking a question is a must.
`a ladder is elevated at an angle of 60 degree with reference to the horizontal ground` sounds less ambiguous than saying `a ladder is elevated at an angle of 60 degree`

Exactly! You should not rush to answer that question with out having clarity on the context.
To my knowledge, there is no difference. If your teacher thinks otherwise, the phrasing of the question is unacceptable. It is her duty to remove the ambiguity by using more simpler words to phrase the question.

angle of elevation (by default) is measured from the horizontal up and angle of depression from the horizontal down.
