What they did was solve the two intercepts. One for when x = 0 and the other for when y = 0.

So, set y = 0, and solve for x. 0 = 3x+7 x = -7/3 = -3 and 1/3 The second intercept is (-3 1/3, 0)

The plot is given in the picture you linked. (-3.333, 0) is the x intercept point.

if you want to plot y= 3x+7 I would find 2 points. for example if x=0 we get y= 3*0+7= (0,7) if we use x=-1 y = 3*-1 + 7 = -3+7 = 4 so (-1,4) is another point plot them, then draw a line through them, and continue as far as you like in both directions

as a check, the line should also go through the point (-2, 1)
