From the picture, we can see that the new image has not been rotated, so we can get rid of answer A. for C, only point A follows the up 2 right 2, so point B and C can't follow that so we can get rid of answer C. We are now left with answer B and D. Since the rotation has not been changed at all, we can also get rid of answer D. The only answer left is B, and according to the picture, we can be shown that the sides have been multiplied in length by 3, which is what a scale factor 3 means. (Sorry for the immense reading for a simple answer!)
