a linear equation has the following formula yh = mx + b where m is the slope and b is the y intercept so i assume that would make it clear enough

y = mx + b forget about the h so your y intercept is 1/3

but how is it 1/3... what about the rest of the problem?

The rest of the problem is the slope, Dusty. The question is asking for the y-intercept, which is in an ordered pair, (1/3)
