I'd be glad to comment if you explain your reasoning first. What leads you to "think it's b?" Have you sketched this situation? What does a vector look like? Know how to add two vectors together? How do you identify a geometrical symbol or figure that is NOT a vector?

It seems to me that in 3 cases you CAN add together the vectors. In the 4th case you cannot (unless you consider adding together an infinite number of vector components). The question would make more sense to me if written "Which pairs of vectors may be added together?" You might want to ask your teacher for clarification.
