Based on the base words `argumentative and persuasive` we know that a `persuasion` involves making someone believe that they are right for all these reasons....while an `argument` is where they have to gather evidence in order to make a certain decision upon their evidence. Not so sure. Its probably an association's opinion due to the fact it is an agency which has many scientists who each have their expert opinion and conclude to that one opinion.
