If there is a line ax+by+c=0 then a line parallel to it would be ax+by+c'=0 and a line perpendicular to it would be ax-by+c''=0

Parallel lines have the same slope but different y-intercepts. So we would keep the slope as `-1/4x`. Now we need it to go through the points `(8,-3)` so we would plug it into the slope-intercept form equation with `-1.4x` as its slope to find b.... \(\huge{-3=-\frac{1}{4}(8)+b}\) Simplify to find b :)
