so it turns out that we can break up a degree into 60 equal parts
each part is 1 arc-minute
as you can imagine, 1 arc-minute is a very small measure that's hard to draw out accurately

we have 39 full degrees plus 45 arc-minutes
60 arc-minutes = 1 degree
1 arc-minute = 1/60 degree
45 arc-minutes = 45/60 degrees
45 arc-minutes = 3/4 degrees
So we have 39 full degrees plus 3/4 of a degree
39+3/4 = 39+0.75 = 39.75 degrees
