I know that neutrons are neutral and have no net charge. So that should be the answer right? I honestly am Kind of confused.

hmmm...I feel like this has something to do with shielding, have you covered this topic in class?

well if there's a negative charge of 3 in the orbitals, something has to cancel that out in order for the atom to be neutral.
