No conclusion can be drawn because nothing is known about what happened to the control group. If the control group also showed reduced signs of sneezing, the treatment appears to make no difference. If the control group got worse, the treatment may have had some effect. If the control group recovered, the treatment could have made the condition worse. And in each case we have to ask whether the difference is significant or explainable as a random fluctuation.

Control groups are what we compare experimental groups (groups where we change some variable) to. Control groups are usually groups where everything is completely normal, no drugs are given, no change in temperature, everything is as normal as possible. If an experimental group is given a drug and something happens, good or bad, then we say that the drug has helped or made things worse respectively compared to the control group
