Adam Smith, who is considered "the father of capitalism," believed in a laissez faire approach the economy. Smith described one exception, though, when governments should get involved. What role did Smith believe government could and should play? to protect the working poor when business owners became too greedy to protect the interests of factory owners when workers went on strike to control trade with other countries to control production in times of war or military crisis

Guess ...... poss the second or the third. capitalism is often seen as the factory owners exploiting the work force - modern day "sweat shops" are an example. making money and "being nice" to the workforce probably weren't/still aren't seen as "good for business" which is about maximum revenue for minimum outlay. Possibly to control trade with other countries so that you can establish a sort of "home monopoly" may be something else.
