\[2x+y=-4\]\[y=-2x-4\]so your slope is \(-2\)

they want a perpendicular line... so divide \(-1\) by your slope, aka\[\frac{-1}{-2}=\frac{1}{2}\]that will be your slope for the new line.

reminder @Devonhoward15 that if you have "passes through a point..." that means you have the point in form \((x_{1},y_{1})\) and that is where you plug in to the equation for point-slope.\[y-y_{1}=m(x-x_{1})\]
